One of Batman's greatest enemies; the very idea of Arkham City was his own, and he was able to convince Mayor Quincy Sharpe to imprison all of Gotham's criminals inside. Hugo Strange also knows Batman is BRUCE WAYNE!
Joker
After proving to be Batman's greatest foe Joker took over Arkham Asylum but failed. But after the effects of the titan Joker is slowley dying in Arkham City will he die with a fight for The Dark Knight or will he just take Batman with him to the grave.
Harley quinn
Jokers lover and loyal follower returns in Arkham City and does most of the things for her "Puddin". Not to metion her new outfit and more serious nature.
Victor Zsasz
Comming back from Arkham Asylum Zaasz returns to Batman's side quest but is an important guest for Batman's quest.
Calander Man
The only inmate who will stay in his cell. Calander Man will tell you about one of his crimes at certain dates, depending on your consoles clock.
Poison Ivy
Pamela Isley will appear in Batman Arkham City. Very little is known about her only that she need's Catwoman's help.
